The Board approves extraordinary measures to cover healthcare places that are difficult to cover in Castilla y León

The Junta de Castilla y León has published this Tuesday in the Official State Gazette Law 3/2025, of December 22, which establishes extraordinary measures to promote stable and permanent coverage of health posts that are difficult to cover in the Health Service of Castilla y León (Sacyl), with the aim of guaranteeing healthcare, especially in areas with greater difficulties in attracting professionals.

According to ICAL, the standard establishes for the first time the criteria to identify these positions, regulates the procedure for their declaration and develops a package of economic and non-economic incentives, in addition to an extraordinary and temporary system of access to positions declared difficult to fill.

The law considers difficult to fill those positions whose lack of provision is structural or temporary and whose occupation is urgent to ensure adequate health care. For its identification, care and personnel criteria will be taken into account, such as the gap between organic staff and real personnel, demographic and population characteristics, the aging index, population density, seasonal overload, distance to urban centers, as well as the ratios of patients per professional compared to the regional average.

Factors such as the difficulty of accessing public, educational or transport services, the incorporation of new technologies that require specialized profiles, the expansion of the portfolio of services and the problems in filling positions through the usual mechanisms, such as transfer competitions, job boards, service commissions or interim appointments, will also be assessed, according to ICAL.

The rule also establishes that, when a position in a basic health area, service or care unit is declared difficult to cover, the declaration may be extended to all positions of the same category if there is a structural difficulty in keeping them covered, in which case the incentives will be applied to all of them.

The declaration will have an initial validity of three years, extendable for another three years if the circumstances that motivated it remain. Among the incentive measures, the supplementary care guarantee, access to a professional career, the double assessment of professional experience and the flexibility of working hours and schedules stand out.

In the economic section, the law increases the assistance guarantee complement of Group A2, which goes from 1,300 to 3,000 euros per year, improving what is established in Decree Law 1/2019. In addition, the only merit to access the first degree of the professional career is to have served for three years in a position that is difficult to fill.
