Discontent among doctors over a Framework Statute that “does not take them into account” signed with Health and unions

This Monday, January 26, the news broke about the agreement between the unions of Ámbito, FSS-CCOO, UGT, CSIF and Satse, and the Ministry of Health for a draft of the Framework Statute where the demands of both groups were collected, including reclassifications with their corresponding salary increases, labor aspects, personnel rights, working hours, access to employment, early and partial retirement, conciliation and occupational health.

Given this news, the unions that represent doctors in Spain, constituted by the Spanish Confederation of Medical Unions (CESM), together with the Andalusian Medical Union (S.M.A.), Metges de Catalunya (MC), the Association of Doctors and Higher Graduates of Madrid (AMYTS), the Euskadi Medical Union (SME) and the Union of Independent Practitioners of Galicia (OMEGA), they are clear that they do not agree at all with what was signed between Health and Ámbito.

The Strike Committee has explained that “this staging of the agreement reinforces what has been denounced for some time, which is that The Negotiation Area did not allow for true negotiation of the union demands of the medical profession.since it has been carried out despite the opposition of the only professional union of physicians that sat at the table (CESM) with a practically anecdotal capacity for action.

On the other hand, the Framework Statute referred to the changes planned for doctors, which has also caused discomfort because “They consider it necessary to clarify that some of the statements made at the press conference do not correspond to realitysuch as the reference to the fact that there is its own chapter in the text dedicated to doctors, since what is specifically regulated are on-call, and in a very insufficient and discriminatory manner for medical and optional claims and not the working conditions of professionals.

Likewise, among the demands they highlight that they still do not have their own standard that allows them to negotiate in a “directly from the special conditions of training, performance and responsibility of doctors and practitioners, since the approved professional reclassification does not take them into account”.

For this reason, the mobilization calendar will remain in force until an agreement is reached between the Ministry of Health and the unions that represent doctors. Everything will begin with a unitary demonstration in Madrid on February 14.
